Our Story
Founded in 2012 by Nancy Horn after 13 years in the EMS billing industry, MCS was created to address the underserved field of EMS compliance. Since that time, the MCS team has grown and built a vast trove of organizational knowledge.
Members of our team hold the following certifications from the National Academy of Ambulance Compliance (NAAC): Certified Ambulance Coder (CAC), Certified Ambulance Compliance Officer (CACO), Certified Ambulance Documentation Specialist (CADS), and Certified Ambulance Privacy Officer (CAPO).
Our team sits on various Medicare Advisory groups and has grown a large professional network to stay updated on CMS guidance and regulations and OIG risk factors. In the past, MCS has worked with clients on various Medicare audits, including CERT and TPE audits, and has provided auditing, policies, and training for a service under a Corporate Integrity Agreement (CIA) with the Office of Inspector General (OIG).
Our compliance program services have helped clients reduce error rates and overpayments in external audits, appeal incorrect refund requests from payers, comply with strict CIA training and policy and procedure requirements, and improve quality assurance and documentation procedures to increase payment integrity.

Meet Our Team
Nancy Horn, President
Nancy is married with two sons and 5 grandchildren and has lived in the Lexington area since 1968. Nancy is a Certified Ambulance Documentation Specialist through the National Academy of Ambulance Compliance.
Before her career with Medical Compliance Services, Nancy worked for an ambulance billing company for 13 years, the last 6 years as Office Manager.
Nancy obtained a Medical Insurance Clerk Diploma from Thomas Education Center and Radiologic Technology from the University of Kentucky. She is a member of Provider Outreach and Education Advisory Group for CGS Medicare, and the American Academy of Professional Coders.

Phil Horn, CEO
Phil is married with two children and has lived in the Lexington KY area for most of his life. With over a decade of experience in Corporate Management, Certification as a John Maxwell Speaker, Coach, and Trainer, and as a Certified Ambulance Compliance Officer with the National Academy of Ambulance Compliance, Phil brings a much needed service to Medical Compliance. He has excellent management experience that is a key to helping our EMS clients. We all know that proper management in any business/service is required to be successful. Phil works with the administration in leading the crew to become compliance minded.
Phil has had great success in training on HIPAA, Documentation, and Medical Necessity. He is able to keep the crews attention by interacting with them and getting them involved in the training. As a partner of Medical Compliance Services, Inc., Phil and his expertise make us what we are today.

Max Shipley, Director of Operations
Max attended the University of Kentucky College of Law where he gained experience in healthcare as an intern at UK Medical Center’s Risk Management office. After graduating in 2016, Max has worked in EMS compliance. Max oversaw an EMS service’s compliance with a Corporate Integrity Agreement without any penalties or infractions and maintains the Certified Ambulance Coder, Certified Ambulance Compliance Officer, and Certified Ambulance Privacy Officer certifications through NAAC. In his free time, Max enjoys hiking and camping with friends.
